The Idaho Department of Health and Welfare, Division of Medicaid is recruiting for a Program Manager for the Office of Mental Health and Substance Abuse. This position will have oversight of the Idaho Behavioral Health Plan (IBHP) vendor(s) and vendor(s) contract compliance, supervision and management of the IBHP contract monitoring team, and the coordination and implementation of policies and procedures to meet federal and state requirements and department strategic initiatives.
This individual will lead a team of clinical and non-clinical staff tasked to partner with the current IBHP vendor as well as other Medicaid bureaus and Health and Welfare divisions to ensure a cohesive statewide approach to behavior health and substance abuse services for Medicaid participants. We are seeking candidates who have proven skills in the following areas:
Leadership of a large statewide program/contract,
Contract monitoring/auditing skills,
Vendor relations management, and
Staff management skills

Responsibilities:
Supervise and develop staff and oversee vendor(s) in the maintenance and support of a complex behavioral health and substance abuse managed care program
Maximize use of program resources to support quality and innovation, and employ best practices
Identify, implement, develop, and evaluate program partnerships, cooperative relationships, and practices to position the system to support department strategic objectives
Perform the role of a subject matter expert for the Idaho Behavioral Health Plan to accomplish decision-making, prioritizing initiatives, recommending alternatives, and resolving problems that arise
Oversee daily operations
Minimum
Qualifications:
Competency in management and demonstrated leadership skills.
Experience developing, recommending, evaluating and implementing operation procedures and recommending changes.
Experience managing and observing program performance and subsequently creating and implementing changes to improve program performance.
Additional
Qualifications: Are not required, however, having the minimum qualifications and the education and/or experience below will increase your score.
Good knowledge of operations management. Typically gained by at least two years' experience where resource management, relationship management, vendor management, and process management were key responsibilities.
Experience overseeing the management and administration of a managed care program. Typically gained by at least two years' experience at a management level where contract or program management and administration were key responsibilities.
Good knowledge in the development and implementation of contract monitoring/auditing processes. Typically met by at least two years' experience developing and implementing contract monitoring procedures and policies.
Licensure as a behavioral health and/or substance abuse professional.
