6 Full-time 5 hours ago Full Job Description Description The Idaho Department of Water Resources (IDWR) has an exciting opportunity for a natural resource professional with a passion for solving water management issues.
As an Analyst 3 in IDWR's state office in Boise, Idaho, the person in this position independently plans, designs and administers programs, projects and administrative work for IDWR's Water Allocation Bureau, which includes the Water Rights and Adjudication programs.
The Analyst 3 regularly coordinates non-routine technical and administrative projects with staff across the agency, including the regional offices.
The role requires good analytical and writing skills to plan and accomplish non-routine projects.
IDWR experience is a plus, but not a necessity.
The Analyst 3 may also function as a liaison among internal staff, various state agencies, private industry, and the public.
Example of Duties Plan, research, organize and implement new programs and/or improve existing programs.
Simultaneously manage multiple projects with moving start/end dates and shifting priorities.
Track projects to completion or ensure they maintain visibility if delayed, while controlling scope creep.
Identify trends using data analytics to draft policies and reports.
Compile monthly progress reports and annual performance data for the Water Allocation Bureau.
Compile technical material for presentation to water user groups, the Idaho Water Resource Board, committees of the Idaho Legislature, and stakeholder groups.
Process water right and adjudication filings as needed to meet strategic plan and program objectives.
Draft procedural guidance for issuance by the Bureau Chief.
Assist customers with water right and adjudication processes.
Develop training resources for Water Allocation Bureau staff members.
Assist in training staff to become self-sufficient in technical or computer issues.
Document software applications and write instructional manuals.
Coordinate projects to improve sharing of data between sections and regional offices.
Participate as Water Right Office Day agent during critical staff shortages Minimum Qualifications Possession of a Bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field, or any combination of education and/or experience equivalent to a typical four-year degree; AND At least four years of experience managing and implementing projects or component(s) of programs that are water resources, environmental, regulatory or administrative in nature, routinely performing program or project planning, providing technical assistance to staff, special interest groups, or the public OR, possession of a Master's degree in any of the above fields and at least two years of experience as described above.
DESIRED QUALIFICATIONS Experience performing data management activities such as database development/and or maintenance, data collection, analysis, research, and conducting database queries using Microsoft Access or Microsoft SQL Management Studio.
Experience making oral presentations before staff and/or the public.
Experience maintaining professional composure while interacting with angry, upset, or hostile customers.
Completion of a Certified Public Managers Program.
Supplemental Information Work related to this position is performed in both an office and field environment.
The position requires occasional travel and may involve hazardous conditions with intense noise.
This position may require occasional overnight stays.
While performing the duties of this job, the employee is regularly required to balance, bend and stoop, climb, grasp, use the fingers, kneel, sustain repetitive motion, sit, stand, walk for extended periods of time, lift up to 30 pounds, and carry up to 50 pounds.
