ENVIRONMENTAL PROTECTION SPECIALIST

Position is located in the Environmental Management function at ARNG/ANG bases. Serves as the installation environmental program manager, providing expert technical advice directly to the Commander on National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Space, Hazardous Waste and various other environmental programs. Represents the commander at various installation environmental meetings to ensure compliance with policies, regulations, and federal, state, and local statutes. Serves as the single point of contact for the initiation, development, and execution of all environmental activities and development of installation regulatory guidance. Accomplishes long range base planning of environmental programs. Serves as the Environmental Program Manager for the ARNG and supports tenants which involves the implementation and monitoring of various environmental programs as outlined in ARNG regulations, directives and policy guidance such as:
air and water permitting, Installation Compatible Use Zone Studies(ICUZ), solid and hazardous waste disposal and handling programs, pollution control, PCB disposal management, underground storage tank management, Environmental Compliance Assessment and Management Program (ECAMP), Installation Restoration Program (IRP), cultural and natural resources, endangered species, historical sites and archeology management, etc. Interprets and implements policy and directives. Identifies and resolves environmental problems to include the development of Environmental Assessments (EA),Environmental Impact Statement (EIS), Spill Prevention Control and Countermeasures (SPCC) Plans, etc. and managing all programs properly to ensure environmental compliance. Reviews plans, specification designs, etc. prepared for the purpose of ensuring conformance with environmental standards. Provides related environmental compliance guidance for the operation and maintenance of ARNG/ANG facilities and utility systems, such as solid and hazardous waste disposal, fuel storage and dispensing, etc. Coordinates ARNG/ANG level facility environmental plans, programs and projects. Serves as primary point of contact to regulatory agencies on environmental matters to civilian authorities for installation project development that may have an impact on surrounding communities dictated by the National Environmental Policy ACT (NEPA); for federal, state and local notification of air and water quality construction, toxic and hazardous waste permits and other environmental projects; and initial and ongoing installation restoration program (IRP) efforts. Serves as the ARNG/ANG contact and spokesperson with local, federal and state regulators. Develops regulations and directives and management plans required to establish an environmental program that complies with federal, state, and local regulations. Uses agency directives as broad policy in developing these regulations. Reviews, initiates corrective action, coordinates with NGB on all notices of violations, compliance orders, notices of noncompliance, and other related environmental violations. Conducts surveys, inspections, and evaluates activities to identify and initiate corrective actions for environmental deficiencies. Functions as the ARNG/ANG Environmental Management Coordinator and responsible for developing and managing the base environmental program to conform to federal, state, and local rules and regulations (e.g., 29 CFR (OSHA), 40 CFR (EPA) and 49 CFR (DOT)).Develops and manages base environmental training programs. Prepares and manages detailed operating plans and base regulations. Maintains applicable federal, state and local environmental standards, regulations and laws. Responsible for implementation, administration, and records maintenance of the hazardous waste management training program for ARNG/ANG personnel. ADDITIONAL INFORMATION FROM SUPERVISOR:
Serve as an expert on issues related to environmental Federal statutes (e.g. Clean Water Act, Safe Drinking Water Act, Comprehensive Environmental Response Compensation and Liability Act, Clean Air Act), State primacy and laws, and standards and regulations to ensure environmental compliance; interpret regulatory drivers and make recommendations on the relevance to organizational environmental programs. Demonstrate expertise in environmental functional areas such as underground storage tank management, pesticide use management, organizational inspections, hazardous waste storage and disposal, water quality management, air quality management, toxic releases cleanup projects, wastewater treatment plants, or environmental information systems. Use this expertise to participate in project planning, program oversight, and providing technical assistance to achieve organizational compliance goals. THIS POSITION IS OPEN TO THE PUBLIC. Experience:
Provides guidance and assistance on matters relating to the development, execution, and maintenance of adequate environmental protection plans and programs. Work involves the reviewing, analyzing, and recommending modifications where necessary, of plans to implement various provisions of federal, state and local environmental statues, and regulations. The work also involves developing and analyzing data and preparation of reports relating to implementation plans for state environmental protection. Reviews, analyzes and coordinates preparation of, or preparing comments on environmental impact statements. Develops and analyzes proposals for new or revised environmental protection regulations and determines their impact on air, water, and land resources. Conducts studies to identify environmental problems, and performs analytical work which contributes to the effectiveness of environmental plans, programs, and methods. Minimum Requirements:
Progressively responsible clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position. SPECIALIZED
Experience:
Must have at least 36 months experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations.

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
