TELECOMMUNICATIONS MANAGER

This position is located at an ANG Aviation Wing, Air Support Operations Group (ASOG) Air Support Operations Squadron (ASOS) and Tactical Air Control Party (TACP). The primary purpose of this position is to perform duties as a supervisor and Air Liaison Officer (ALO) Instructor/Evaluator, on diverse and complex operations, including the integration and coordination of Air and Space power across the spectrum of command, from the ground maneuver unit to the theater level. Operations require in-depth analysis of plans and programs to determine and develop courses of action for assigned personnel. Plans, organizes, and directs the activities of the assigned technicians, ensuring that the advice and assistance provided complies with legal and regulatory requirements. Develops goals and objectives that integrate unit and overall unit program objectives. Researches, interprets, analyzes, and applies applicable Joint Publications and Tactics Techniques and Procedures (TTP) to establish guidelines, policies and objectives. Establishes policies and procedures for accomplishment of the unit's mission. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of technical and administrative issues. Structures assignments to create effective and economical positions. Coordinates with information technology and intelligence units and aircrews as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents a detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to improve quality, timeliness, and efficiency of work. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers' performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Experience:
The Telecommunications Series GS-0391 National Guard positions are primarily concerned with the movement of information between locations. Information is moved in the form of voice communications, such as radio or telephone (including cellular), data communications involving digital transmission between computers, computer terminals, facsimile stations, or video communications such as that used in teleconferencing. The National Guard telecommunications work requires:
(1) An understanding of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; (2) A technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; (3) The ability to apply specialized communication methods and analytical techniques; and, (4) The know-ledge of communications equipment, systems, services, and transmission media. Some telecommunications work requires administrative and managerial skills and abilities. The Series GS-0391 positions cover a range of duties and responsibilities, such as developing telecommunication program plans, policies, and procedures; defining and implementing telecommunication program requirements; conducting telecommunication program traffic analysis; directing telecommunication program operations; managing telecommunications programs; managing the telecommunication program radio frequency spectrums; providing telecommunication program data transmission; and, performing telecommunication program tests and evaluations. The Series qualification requirements include positions that require higher levels of security clearances in order to operate various telecommunication systems. All GS-0391positions apply practical understandings and specialized competencies of the particular telecommunication business element. Some National Guard Series GS-0391 positions require full professional knowledge and management education and certifications; along with a range of competencies in the National Guard telecommunication program's purpose and scope; operational principles; techniques, and practices. The title Telecommunications Specialist GS-0391 is applied for the technical work of gathering materials; coordinating schedules; developing specifications and planning telecommunications programs and projects; testing equipment; providing services and soft-ware for performance acceptability; and, related work connected with the acquisition, technical acceptance, installation, testing, modification, and replacement of telecommunication equipment, services, and systems. The title Telecommunications Manager is applied to all supervisory and managerial positions that are responsible for program planning, scheduling, readiness assessments, internal management controls, budget objectives, and employee training, mentoring, and competency development. To qualify an applicant for any GS-0391 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. To qualify for appointment to the ANG, GS-0391-12, Telecommunications Manager position located at an Air National Guard Aviation Wing, Air Support Operations Group (ASOG) Air Support Operations Squadron (ASOS) and Tactical Air Control Party (TACP), an ANG applicant must qualify for award of the position's compatible elements and there must be a vacant manpower authorized position requirement to satisfy the position's military aspects:
Service, Unit of Assignment, Rank, and Military Skill Set. The applicant must meet the position's specialized experiences and competencies in diverse and complex operations, including the integration and coordination of Air and Space power across the spectrum of command, from the ground maneuver unit to the theater level. The applicant must have specialized experiences in air support operations and tactical air control plans and programs that impacted courses of action for assigned personnel. The applicant requires competencies as a certified Range Control Officer/Range Safety Officer. Experiences included developing goals and objectives that integrated unit and overall unit program objectives. Skilled in performing research, interpretations, analyzations, and capable of applying applicable Joint Publications and Tactics Techniques and Procedures (TTP) in order to establish guidelines, policies and objectives. Skilled in planning, organizing, directing, and mentoring assigned personnel. Skilled in providing legal and regulatory requirements while meeting or exceeding the customers' needs. Skilled in developing goals and objectives that integrate the overall Airborne Mission Systems telecommunication and unit programs. Experienced in establishing policies and procedures for accomplishment of the unit's Airborne Missions System programs and functions. Experiences included prioritizing tasks and implementing priority changes in the work requirements and skills needed by subordinates to effectively balance workloads. Experienced in conducting operations, task functions, and managing manpower funds and resources. Skilled in identifying requirements and initiating requests for additional resources, along with equipment, supplies, and space to ensure unit personnel are successful in meeting goals and objectives. Must have career broadening training and experiences in leading, planning and scheduling work; and, is competent in maintaining a smooth flow and even distribution of work that ensured the full utilization of personnel. An applicant must have leadership experiences that included guiding employees through telecommunication program tasks. Skilled in counseling and providing positive reinforcement of safety and professional conduct. Experienced in conducting employee performance evaluations; mentoring employees or colleagues; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
