CURRENT G4 TECHNICIANS WILL KEEP THEIR TENURE. THIS POSITION WILL RESULT IN A REASSIGNMENT AND/OR TEMPORARY PROMOTION WHICH WILL NOT EXCEED 2 YEARS.

MEMBERSHIP IN THE ARMY NATIONAL GUARD IS REQUIRED: This is an Excepted Service position that requires membership in the Idaho Army National Guard as a condition of employment. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Loss of military membership will result in immediate loss of your full-time military technician position.
AREA OF CONSIDERATION: Current fulltime G4 technicians in the Idaho Army National Guard.

MAJOR DUTIES: (Detailed duties are on the Position Description available at the Human Resources Office)
ItspurposeistomanageDepartmentofDefense(DOD)convoys movingwithinthestate;andtoplan,organizeanddirectpreparation,maintenanceandexecutionofpeacetimeandwartimeARNGmovementplansforallunitswithinthestate. ExercisesfunctionalauthoritytomanageandcoordinatethemovementofDODconvoysduringpeacetime,mobilizationanddeployment.
ServesastheCommandTransportationOfficerandrepresentstheDirectorofLogisticson transportationmattersinvolvingmovementofpersonnel,equipmentandsupplies,bothdomesticallyandinternationally.Servesasprinciplerepresentativeformilitarytransportation mattersandforplanningandexecutingunitmovements.Directs,overseesandprovides technicalguidanceforpreparation,maintenanceandexecutionofmovementplansformobilizationanddeployment.
ServesasprimarystaterepresentativeandpointofcontactforallDODhighway (DOT)to determinehighwayavailability,restrictions,permitrequirementsandchangesoradditionsto theStateHighwayNetworkDatabase.
Analyzesmilitarytransportationcapabilitiesandprovidescompileddatatoappropriate agencies.Plansandcoordinatesthemovementportionofexercises.Evaluatesexercisesandmakesrecommendationsforcorrectionsofnoteddeficiencies.
DevelopsprogramsofinstructionfortrainingIntermediateCommandUnitMovement Officers(IC-UMO)inallareasofunitmovementandexecution.AssistsIC-IMOintrainingUnit MovementOfficers(UMO).
ServesasprimarypointofcontactandstatemissionauthorityforSpecialAssignedAir Missions(SAAM).CoordinatesdirectlywiththeUSPFOTrafficManagertoobtainnecessary commercialtransportationsupport.
Servesasthecentralpointofcontact(forthecommand)duringplanningandfortheapprovalofunitmovement.Oncedecisionismadetousecommercialtransportation, responsibilityispassedfromDMCtothetrafficmanagerfortheUSPFO.Analyzesall transportationrequirementstodeterminecapabilitieswithinmilitarysupport.
CoordinatesmovementplanningrequirementsandSTARCinspectionsofunitmobilization .
ServesasmanagerfortheStateHighwayNetworkDatabase.Developsandpublishes proceduresforcollecting,evaluatingandmonitoringtheinformationnecessarytomodifythenetworkdatabasestomeetDODmovementrequirements.
RepresentstheCONUSACommanderasDODrepresentativeofthestateDOTEmergency HighwayTrafficRegulation(EHTR)Center,whenactivatedbythegovernor.
OrganizesandoverseestheoperationoftheStateMovementControlCenter(SMCC). SchedulesandcoordinatesDODsurfacemovementsthroughtheMOBCONsystem.
Responsibleformaintainingandmanagingtheunitmovementdata(UMD)forstateARNG units.
Providestechnicalexpertiseonhazardousmaterials(HAZMAT)shipmentstoensure compliancewithfederal,stateandlocalregulations.
ManagestheStateGeneralServices(GSA)leaseVehicleProgram(lessrecruitmentand retentionvehicleprogram).
Performsotherdutiesasassigned.
GENERAL
Experience:
Work involves developing policies and administering the management of traffic programs, plans and directs traffic operations within the program and performs necessary technical work involved in obtaining economical and efficient transportation of equipment, supplies, and personnel in support of these operations.
Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.
EDUCATION REQUIREMENTS:
No special education requirements needed for this position.
SPECIALIZED
Experience:
The GS 09 Level must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.
The GS 11 Level must have at least 36 months experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).
SUBSTITUTION EDUCATION FOR SPECIALIZED
Experience:
A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months experience. The education must have been in fields directly related to the type of work of the position. (i.e., transportation or traffic management, economics, business administration, accounting, finance, or statistics).

Payments of Selected Reserve reenlistment bonuses authorized in section 308b of title 37, United States Code, to Military Technicians (Dual Status) who become eligible for reenlistment while serving on active duty in Iraq, Afghanistan or Kuwait in support of Operation Enduring Freedom or Operation Iraqi Freedom (in theater) are excluded from repayment. Acceptance of any military technician position may affect your incentive bonus. Check with your incentives manager to see if this applies to the incentive you received.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
