The Division of Medicaid is currently recruiting for a Bureau Chief for the Bureau of Developmental Disabilities.
This position will direct the work of Bureau employees and provide oversight of complex programs and related functions in support of Developmental Disabilities Service System.
We are seeking a proven leader with strong interpersonal, communication, and problem-solving skills.
The position is located in Boise.
Some telecommuting options may be available.
This is an opportunity for a self-directed professional to provide strategic leadership in overseeing benefits, operations, and evaluation of multiple programs.
The ideal candidate will have experience in public healthcare, quality management, and compliance.
We are seeking an individual who is adept at cultivating strong stakeholder relationships, managing program performance, and outcomes and addressing issues that are complex, diverse, and cross multiple subject areas.
This individual will join an agency which is the second largest healthcare payer in Idaho with a budget of $3.

EXAMPLE OF DUTIES:
Exercise broad authority in planning, organizing, implementing, monitoring, and evaluating managed care programs, related contracts, and care management functions administered by the division.
Participate in the development of operational and organizational standards, maximizing the use of program resources to support program quality and innovation.
Communicate essential information about contract and program issues with Division leadership.
Represent the Division at stakeholder meetings, promoting integrity, credibility, and transparency through professional preparation, collaboration, and quality presentation of information and data tailored to the needs of the audience.
Respond to requests from legislators, local government officials, program participants, service providers, and the public; may testify before legislative committees.
Oversee the timely investigation and response to customer concerns.
Prepare data and reports to document and measure program and contract performance towards goals and outcomes.
Advise the Division Administrator and deputies on program direction and organizational decisions based on program performance data analysis.
Provide oversight and direction to supervisors and staff; hire, train, evaluate, and manage performance of supervisors and staff.
Review work of professional staff as necessary, including critical work tasks and provide input and guidance to staff on difficult or controversial assignments.
Manage the Bureau's budget to ensure quality and compliance with state and federal financial requirements.
Oversee management of all Bureau appeals and administrative hearings.
Coordinate all Bureau audit activity (federal, state, and internal) to ensure timely and accurate responses.
MINIMUM
Qualifications:

Good knowledge of management practices.
Typically requires completion of at least two, three-credit college level management courses equivalent to Management and Organizational Theory, Personnel Administration, and Organizational Behavior (that cover the five elements of management - Controlling, Leading, Organizing, Planning, and Staffing) AND at least two years of experience in a supervisor/management role for professional staff OR at least three years of experience managing a major program and providing leadership of professional staff.
Experience developing and administering policies, procedures and a program budget.
Typically requires experience developing and recommending regulations, policies and procedures.
Applicants must also have work experience projecting fiscal impacts of programs, negotiating contracts, and/or working with personnel, operating, and capital budget, typically for a period of at least two years.
Experience implementing organizational change within a service delivery program.
Typically requires at least two years of experience in a management, supervisory, or consulting role implementing projects to meet special needs, incorporating tasks, and methods to implement change.
Experience applying measurement processes/methods for assessing program outcomes or progress toward goals.
Typically requires at least one year of experience applying measurement and tracking methods in assessing progress toward stated program goals OR a combination of college coursework (statistics, research methods, evaluation methodology, or related field) and experience.
Experience preparing and presenting oral presentations to groups.
Typically gained through at least one year of experience researching, compiling and organizing information in order to make oral presentations about the information to groups in a business setting; topics may be informational, technical, or behavioral.
Take into account audience size, topic, length, and frequency of the presentations.
One-to-one training is not qualifying.

It is not required for the position but applicants with this experience may receive consideration over other applicants.
Considerable knowledge of public healthcare delivery systems, policies, financing methods and performance management.
Gained by at least five years of management experience in a public or private managed care environment where primary responsibilities included one or more of the following:
development of delivery systems; policy management; member and provider relations; quality management; vendor management.
Considerable knowledge of health care management.
Gained by at least five years of senior level management experience related to health care management in a public or private organization which included managing multiple highly visible programs and responsibility for each of the following:
development of program rules and policies; development of long- and short-range goals and plans; program evaluation.
Good knowledge of state and federal Medicaid requirements, including Title XIX (Medicaid), Title XXI (CHIP), and Title XVIII (Medicare).
Gained by at least three years of professional experience where understanding of related laws and regulations was a job responsibility.
Master's degree in related field (i.
e.
public health, public health administration, business administration etc.
) or bachelor's degree with considerable related work experience.
