This is an excellent opportunity for a recent engineering or construction management graduate or a recent graduate with a few years of experience.
This position will largely deal with plan reviews.

Performs project management, engineering and developer/building plan review, and resolves routine and moderately complex problems of engineering assignments requiring application of engineering theories Manages intermediate to moderately complex projects from inception to completion Work is performed under the guidance of a professional engineer and requires independent judgment and initiative.

Essential Functions Reviews plans, reports, calculations, analysis, applications and permits.
Verifies design standards are followed.
Performs preliminary and final designs reviews and prepares design criteria for assigned projects.
(60%)Inspects projects, equipment installations and construction work in progress to ensure compliance with contractual stipulations and applicable codes and statutes.
Conducts field inspections of existing structures to determine necessity for future construction, repair or maintenance.
Conducts preliminary field studies and surveys, and collects data relative to preparation of designs and drawings.
Reviews and analyzes field data and results of office research to determine necessary corrective measures.
(20%)Performs project management duties.
Prepares cost estimates, serves as liaison between city and contractors, checks progress of work, keeps project records, and records changes as they occur.
Performs design work under the supervision of professional engineers who serve as resource experts and routinely review work in progress or upon completion for accuracy and quality.
Develops project concepts using information gathered through research and investigation and performs necessary computations, including cost/benefit analysis.
Makes recommendations on design criteria.
Produces preliminary and final designs after approval by professional engineers, and makes modifications in design if needed.
(10%)Gathers, prepares and maintains engineering data, records and reports.
Prepares departmental reports and reports concerning field conditions, progress of projects, results of studies, plans for future developments and improvements, and other matters.
(10%)Performs other duties as assigned.

Total Percentage = 100% Requirements Required Knowledge, Experience, And TrainingMust have a bachelor's degree in civil, structural, geotechnical or hydrological engineering, construction management, or a closely related field.
Preferred Knowledge, Experience, And Training2 years' progressively responsible experience designing, inspecting, field work, reviewing, and managing public works or construction projects, or an equivalent combination of education and/or experienceLevel of Knowledge:
Functional knowledge of the various phases of the plans review and inspections processes Engineering concepts, procedures, principles and practices in field of engineering specialty Drafting techniques, including basic computer-assisted drafting; soil mechanics, geology, slope stability, landslide, erosion control and geotechnical principles Hydrology and hydraulics as applied to the design of water distribution, drainage collection and treatment pipes and facilities Surveying terminology, practices, variables and calculations Standard construction materials, specifications, techniques, equipment and testing methods.
Ability To:
Plan and manage construction, design, research or other engineering related projects Derive information from plans, specifications, maps, complex laws, regulations and codes Write correct, clear and concise technical materials such as project reports and specifications Use specialized drafting, engineering, surveying or electronic tools and equipment Display an attitude of cooperation and work harmoniously with the media, businesses, contractors, special interest groups, all levels of city employees, the general public and other organizations Communicate effectively in the English language at a level necessary for efficient job performance Complete assignments in a timely fashion Maintain prompt and regular attendance Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation Individuals must be capable of operating vehicles safely, and have an acceptable driving record Licensing And Other RequirementsValid state issued driver's license.
