The Idaho Department of Health and Welfare, Division of Family and Community Services (FACS) has an opening for a Programs Bureau Chief in Boise. This position will serve as a member of the FACS management team, and will provide leadership and direction for statewide Child Welfare, Developmental Disabilities, and Infant Toddler programs in support of the Departments mission, vision, and values.
We are searching for individuals with extensive experience in a financial management role, with excellent communication and interpersonal skills. Experience related to automated systems and reports, as well as experience managing state, federal, or non-profit budgets is preferred. Applicants with knowledge of statistical forecasting methods and social or human services fields are encouraged to apply.

Responsibilities:
Financial and Grant Management
Manage, analyze, and prepare Division budget reports
Manage budget to ensure quality and compliance with state and federal program requirements.
Prepare for federal and state audits and ensure implementation of correction plans
Ensure development, implementation, and fiscal responsibility of statewide program operations
Confer with state, federal and department staff on state and federal regulations and requirements and department compliance
Ensure program compliance with all mandated requirements
Direct the review and analysis of related laws and regulations to determine fiscal, operational, and program impact
Leadership and Process Improvement
Ensure a sustainable and integrated statewide services system with emphasis on business process improvement
Oversee the identification, development, implementation, and evaluation of program partnerships, cooperative relationships, models, and practices that support Department strategic objectives
Provide leadership and direction for statewide Child Welfare and Developmental Disabilities programs in support of the Departments mission, vision, and values
Oversee program quality, integrity, and compliance with state and federal programs requirements including funding sources
Seek opportunities for cooperation, collaboration, partnership, and integration with other programs and efforts in order to build working relationships with internal and external customers
Act for the Division Administrator, serving as division representative/liaison when needed
Serve as a member of the Division's Management Team
Provide leadership for communication activities within the Division
Data Unit and Automated Information Systems
Reviews statistical and narrative performance reports on service delivery areas, subgrantees, contractors and service delivery systems
Maximize use of program resources to support program quality and innovation
Direct system upgrades and make recommendations for system improvements
Oversee automation systems and upgrades
Provide direction for data collection and analysis
Advise on operations direction and organizational decisions based on program performance data analysis.
Oversee the tracking and reporting of performance and ensure that performance outcomes comply with federal and state law.
Minimum
Qualifications:
Experience developing and administering policies, procedures and a program budget; implementing change within a service delivery system.
Experience applying measurement processes/methods for assessing program outcomes or progress toward goals.
Experience preparing and presenting oral presentations to groups.
Good knowledge of management practices.
Additional
Qualifications: Are not required; however, having the minimum qualifications and the experience and/or education below will increase your score.
1.Knowledge of research principles and experience with use of data in human services. Typically gained through at least two years of related experience in the development of reports and spreadsheets.
2.Experience managing budgets with state, federal, or non-profit funding sources. Typically gained through at least two years of related experience as a manager, supervisor, or professional staff member performing this activity.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
