The Idaho Department of Health and Welfare, Division of Welfare has an exciting opportunity for a Research Analyst, Principal in the Information Management Unit at our Central Office location in Boise. This position ensures information integrity by establishing standard data analysis and collection methodologies to report on program accuracy, timeliness, and productivity. The incumbent will develop measurements, compilation, analysis, and reporting of data to create and recommend business solutions.
This position uses various analytical and research techniques to compile meaningful analytics for internal and external parties. Applicants must have experience using and interpreting output of a statistical analysis software package.

Responsibilities:
Plan and direct development, implementation and evaluation of major and complex research and statistical analysis projects
Write documentation to define reporting field
Work extensively with Excel and data mining tools
Consult with officials of state and federal agencies and private entities to coordinate development and design of research projects
Review and update data ensuring output is consistent with studies
Analyze data and interpret trends and results of studies and develop conclusions
Compile and disseminate research results in formats appropriate to various users and make presentations of findings
Assemble management and outcome reports
Research and analyze program data for accuracy
Establish standard protocols for data collection and analysis
Identify needs and make recommendations in business processes and/or information systems
Design strategies for staff training that incorporates program evaluation findings
Analyze training outcomes and evaluate effectiveness of training
Design and implement key performance indicators for various programs
Do user acceptance testing to verify functionality of information systems
Gain and maintain the confidence and cooperation of others through data and personal integrity
Complete scenario analysis through various statistical and forecasting techniques
Reason logically and creatively to solve complex problems
Minimum
Qualifications:
Experience that demonstrates considerable knowledge of modeling and trend analysis and simulation techniques
Experience planning, developing, and implementing complex research and statistical projects and presenting the results
Experience using and interpreting output of a statistical analysis software package
Additional
Qualifications: Are not required; however, having the minimum qualifications and the education and/or experience below will increase your score.
1.Experience with accounting and actuarial techniques. Typically gained through four semesters of related college coursework or one year of related work experience.
2.Experience using data warehouse query tools (such as Business Objects or Micro Strategies). Typically gained by at least one year of related work experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
